Biography of Dale F. Ogden

Dale F. Ogden was born in Baltimore, Maryland in 1951, attended Baltimore County public schools, and graduated from Kenwood High School in 1969. In 1974, he graduated from Towson State University with a Bachelor of Arts Degree in Mathematics with significant credits in accounting and science. During most of his time in college, he was employed full-time. For the two years following his graduation, he was a high school mathematics teacher in the Baltimore City School System. Due to the desire of the management of the City Schools for greater racial diversity in the teaching ranks and despite a significant lack of qualified mathematics teachers (a very large number of mathematics teachers were neither mathematics majors nor mathematics education majors, a deficiency that continues in most urban school systems today), he was laid-off, effectively for being white.

He began his actuarial career with the Maryland Automobile Insurance Fund shortly after leaving the teaching profession and soon enrolled in an MBA program in actuarial science at Loyola College of Maryland. Prior to receipt of an MBA, he moved to the New York area to work as a consultant with KPMG Peat Marwick. Through his completion of a series of professional examinations, he has obtained the professional designations of Associate of the Casualty Actuarial Society and Associate of the Society of Actuaries. He is also a member of the American Academy of Actuaries and the International Actuarial Association and has served on several professional committees of these organizations. Mr. Ogden has been a dues-paying member of the Libertarian Party since moving to California in 1987, but has been active in Libertarian politics only since 1997; In 1998, he was the Libertarian Party's candidate for Insurance Commissioner. He received nearly 170,000 votes in the the November 1998 general election. Prior to 1995, he was registered to vote as a Republican until the so-called "Republican Revolution in Congress" demonstrated to him beyond all doubt that he really is not a Republican.

Mr. Ogden is self-employed as an management consultant and actuary, living and working in San Pedro, California. He first came to California in August 1985 to consult with the owners of a financially-troubled group of property-casualty insurance companies headquartered near Long Beach, California. Mr. Ogden was appointed Chief Executive Officer of the four companies and was charged with the task of planning and implementing a cost-effective withdrawal from business with minimum adverse effects on policyholders and employees. During this process it was necessary to gain the approvals of insurance regulators of several states (including California, New York, and Texas), which he did. Initially, he was commuting between California and New Jersey but eventually moved to California permanently. By December 1987, the companies under his control had been successfully rehabilitated and sold (to re-enter the insurance business with new owners and new capital), at which time he resigned from his position and formed his consulting firm, Dale F.
