Dale Ogden’s Biography

Dale Ogden was born in Baltimore, Maryland, in 1951 and attended Baltimore County Public Schools, graduating from Kenwood High School in 1969. Throughout high school, he was enrolled in honors classes and took college-level classes in advanced algebra, calculus, physics and advanced physics. He placed third in a class of about 900 graduates. From elementary school through college, he was involved in the instrumental music program; he played oboe in junior high school, saxophone in high school, and violin in elementary, junior and senior high school orchestras. He also played violin in the Baltimore County-wide high school orchestra for five years. During Junior High and High School, he worked various jobs part-time during the school year and full-time in the summer.

He attended college at Towson University (then Towson State College) where he received a B.A. in Mathematics with a minor in Accounting in 1974. He also played saxophone in the Towson Jazz Ensemble for a few semesters and was on the freshman swimming team. Throughout college, he was employed full time and paid for most of his own education. For two years after college he was employed as a high school mathematics teacher in Baltimore City and was laid off in 1976 (to achieve racial balance among math teachers). During the last year or so of college, he was employed as a field investigator for Equifax Services (performing mostly insurance-related investigations) and continued this employment part-time and summers while employed as a teacher.

After being laid off as a teacher, he continued with Equifax until landing a job as an Actuary in November 1976 with the Maryland Automobile Insurance Fund in Annapolis, Maryland. From 1977 through 1979, he attended Loyola College of Maryland as a part-time student in the MBA program in Actuarial Science. Those classes at Loyola were geared toward the series of examinations required to earn credentials as an life insurance actuary. He left that program (without a degree) when he moved to the New York area in early 1980. He continued pursuing Actuarial Examinations, achieving credentials in the Society of Actuaries in 1980, the American Academy of Actuaries in 1981, and the Casualty Actuarial Society in 1983. By 1983, he was part of a relatively small group of individuals with credentials in both life/pension actuarial work and property/casualty actuarial work. He has since continued to work as an actuary and management consultant.

He joined the “Big Four” accounting firm, KPMG, in New York in March 1980, where he eventually reached the position of Manager. He moved to a smaller consulting firm, Kramer Capital Consultants, in New York, in August of 1984. While at KCC, he ultimately achieved the position of Executive Vice President and Chief Operating Officer. As part of his largest consulting engagement at KCC, he was appointed CEO of a group of insurance companies in Southern California that were having financial and operational problems. From August 1985 through December 1987, he spent the majority of his time "fixing" those companies. Ultimately, they were all sold at a profit (he also relocated to Southern California during this period).

In January 1988, after having moved to Los Angeles and after the sale of the insurance companies, he became self-employed, performing actuarial and management consulting services for a wide variety of clients, including state insurance regulators, government agencies, attorneys, and insurance companies. In December 1991, he again joined KPMG as a Senior Manager, this time in Los Angeles, and was employed there until October 1994, at which time he reconstituted his firm, Dale F. Ogden & Associates, and has been self-employed since.

He met his wife of 21+ years while working in Southern California and they have a son who is currently attending college locally. He resides with his family in San Pedro, in the City of Los Angeles, California. He is active in the San Pedro Elks Lodge (approximately 2,850 members) and was Exalted Ruler (President) twice (2006-07 and 2008-09) and has filled a number of volunteer positions over the past eight years (including one year as an auditor). He has also been active in a local chapter of Rotary International. He is a frequent speaker and instructor at industry and professional seminars and is and has been active in a large number of professional volunteer committees of the American Academy of Actuaries and the Casualty Actuarial Society.

He has been active in politics for about 15 years; he was Libertarian candidate for California Insurance Commissioner in 1998, 2002 and 2006, a candidate for California State Assembly in 2000, and a candidate for California State Senate in 2004.
